Projects Worked

The year 2013 was very busy for CAP.  But 2014 was almost over the top.  It was a good year for us.  Thanks to a lot of good help and our patient and generous customers, we have managed to serve the needs of most of our clientele.  Here are the past two years projects we completed at a glance.



This should help folks understand the kind of work we can support. If you don't see it here though, give us a call anyway... we are not afraid of new challenges.

Again... we are appreciative of all the work that has come our way.  We will continue doing our best to "Keep the Antiques Flying"!!

CUSTOMIZE YOUR VINTAGE RIDE!

Many have asked... Can I Customize my Antique Airplane?  

The  short answer is most likely YES.
The longer answer is "Lets look at the details and the cost and see if its worthwhile".   




At CAP, we try to provide certification services that Vintage Airplane owners and operators really want, but have a hard time finding the legal paperwork to do. We have been at this long enough to have learned a lot of ways to approach these things.  We have collected engineering data too from many sources. And we've developed some analysis and test methods to address certain requirements.  So you might be surprised how affordable we can get the job done.  Of course, there are regulations and limits to what can be approved.  But we try to approach every job with optimism, to see if there's a way.   If so, Terry Bowden the Vintage DER, can help.

HOW TO GET IT DONE:
The best way to approach this is for you to provide us with a list of all the changes you are trying to make legal.

Airplane make / model / serial no. or registration no.

Engine model
Propeller model
Engine mount (short or long)
Exhaust configuration (original/luscombe/hanlon wilson/etc.)
Fuel system configuration (nose only/nose + wing tanks/etc.)
Starter (yes/no) - if yes, make and model
Generator (yes/no) - if yes, make and model

Alternator (yes/no) - if yes, make and model
Battery (yes/no) - if yes, make and model
List of equipment by make and model (if applicable) such as radios, lights, brakes












Remember, just tell us what's been changed from the original TC approved configuration.  Once you provide the list, we can go through it and give you a price for the approved paperwork.

STC Permission - Why Bother?



It is the LAW. 
The regulations are clear on the subject of STC permission. Below are some excerpts out of the FAA regulations and other FAA regulatory policy letters, etc..  Also I am providing a link to an interesting article on the topic of intellectual property as related to STCs and the court case example happens to be an engine change on a Cessna 185, similar to CAP STCs for Taylorcraft engine upgrades.

As a Mechanic/STC Installer - Should you participate in installing an STC when there is no permission letter?

As an Owner/Operator - Are you ensuring your paperwork is free of Pirated/Bootleg STC data?

As a Buyer - Do you look for the permission statement that should be retained in the Airplane Records?

49 U.S. Code § 44704 - Type certificates, production certificates, airworthiness certificates,

(b) Supplemental Type Certificates.—
(1) Issuance.— The Administrator may issue a type certificate designated as a supplemental type certificate for a change to an aircraft, aircraft engine, propeller, or appliance.

(2) Contents.— A supplemental type certificate issued under paragraph (1) shall consist of the change to the aircraft, aircraft engine, propeller, or appliance with respect to the previously issued type certificate for the aircraft, aircraft engine, propeller, or appliance.

(3) Requirement.— If the holder of a supplemental type certificate agrees to permit another person to use the certificate to modify an aircraft, aircraft engine, propeller, or appliance, the holder shall provide the other person with written evidence, in a form acceptable to the Administrator, of that agreement. A person may change an aircraft, aircraft engine, propeller, or appliance based on a supplemental type certificate only if the person requesting the change is the holder of the supplemental type certificate or has permission from the holder to make the change.

[Policy Statement Number ACE-00-23.561.01]

Proposed Issuance of Policy Memorandum, Methods of Approval of 
Retrofit Shoulder Harness Installations in Small Airplanes
An STC cannot be used to modify an aircraft without the permission of the STC holder. Federal Aviation Administration Notice 8110.69 dated June 30, 1997, requires the STC holder to provide the customer (installer or airplane owner) with a signed permission statement that includes the following: (a) Product (aircraft, engine, propeller, or appliance) to be altered, inducing serial number of the product; (b) The STC number; and (c) The person(s) who is being given consent to use the STC. The permission statement needs to be maintained as part of the aircraft records. The requirement for this permission statement originated in the Federal Aviation Authorization Act of 1996 (Public Law 104-264). This provision was put into law to try to stop the ``pirating'' of STC's.

Advisory Circular AC 43-210 - STANDARDIZED PROCEDURES FOR REQUESTING FIELD APPROVAL OF DATA, MAJOR ALTERATIONS, AND REPAIRS

Approved data can be used to substantiate major alterations/repairs and can be derived from:

(2) STC data, if it specifically applies to the item being repaired/altered. NOTE: The Federal Aviation Reauthorization Act of 1996 (Public Law 104-264), specifically section 403, STC, contains specific requirements concerning the use of STCs. It requires that the installer obtain permission from the STC holder to use the STC.

It's about time for C.A.P. to have a catalog.  Check out the "CATALOG" tab at the top of this page.  There you'll find the closest thing we have to a catalog at this point.  But we are happy to finally have this available for our customers.  Technically it is just a listing of the products and services we offer with general pricing.  This is in no way considered all inclusive of what we can offer, but many of the items we can do are here.  If you are looking for a particular item that does not show up here, just send me an email to barnstmr@aol.com.  If we can't get it done for you, we will help you find someone that can do it.  Again, thanks to all of our supporters.

C.A.P. 10 Year Anniversary / LLC Formed

 
To all our faithful customers and future patrons, we wish to THANK YOU for your business and we are pleased to announce our 10th year anniversary.  Time sure flies by when you are busy.  Starting in 2003 as an independent consultant FAA designee, Terry Bowden (dba Certified Aeronautical Products) has supported 300 DER approvals, managed 143 major alteration projects, managed 15 STC/PMA programs, including 3 Type Certification programs.  Airplane types served are Aeronca, Adam, Aviat, Beechcraft, Bellanca, Boeing, Call Air, Cessna, Cirrus, Commonwealth, Culver, Diamond, Ercoupe, Grumman, Luscombe, Maule, Monocoupe, Mooney, Myers, Navion, Piper, Pitts, Socata, Stinson, Stearman, Taylorcraft, Travel Air, and Waco... as well as Continental, Curtiss, Franklin, Jacobs, Lycoming, Pratt-Whitney, SMA, Warner, and Wright engines.  Our business has grown to include parts manufacturing, inspections, and maintenance.


 All of this could not have been possible without the assistance of other engineers, inspectors, fabricators, craftsmen, and administrative supporters.  We really appreciate the hard work of the following people who make things run at CAP, working in house or who have directly contracted to CAP on a frequent or at least sporadic basis.... Leon Carr, Carolyn Carr, Leann Bowden, Shane Merchant, Don Gillespie, Matt Dillon, Randal Schaeper, Randall Green, Pat Moe, Craig Gunder to name a few. 

Also, there are many to whom a debt of gratitude is owed for sending work our way, or helping us through the tough spots... Gary Anctil, Steve Wilson, Robert Wagner, Larry Hofacker, Jimmy Tubbs, Greg Barnes, Jack Sledge, Bill Wheat, Richard Hecker, Mark Julicher, Brad Moffet, Jack Johnson, Les Staples, Karl Fourine.  I am sure there are many others who have also helped us along the way that I have forgotten to include.  My apologies to those.  You are certainly appreciated, too.



And we must thank our customers.  Many individuals and small companies have been back for a second or third time and this makes us proud.  We have met many friends through the past 10 years and look forward to growing the number.  We plan to acknowledge each of them individually, however our clientele list has grown so big that we will need a special posting to name them all and recognize their support.


And OH, we have been so busy, we forgot an important announcement.  In October last year, CAP eclipsed a major milestone by becoming a corporate entity.  We are pleased to now be identified as Certified Aeronautical Products, LLC.  This has been another step in solidifying our company and putting us on solid ground for a positive future.  We look forward to continued support of General Aviation for years to come.


And finally, above all, we thank our GOD for providing CAP with the opportunities and talent to make fruits of our labor, to help others, to feed our families, and to do this job that we love.  We pray that all we do is in His name.  We pray that as others see our work they will see that we are Spirit led and faith driven.
